The Ohio House of Representatives is expected to vote Tuesday on new gambling rules that will establish casino rules and make changes regarding the state lottery and horse racing.
Lawmakers hope to enact the new law prior to the opening of any of the state's four new casinos.
One controversial piece of the legislation would require counties to spend at least half of their casino-tax revenue on public safety.
County officials say they need flexibility to make their own decisions on how to spend the money.
